Rich Gnecco, the Division Director, highlighted the importance of their work, stating, “Our bread and butter is reviewing engineering plans for private development.”

One of the key responsibilities of the Development Review Division is to protect natural waterways by minimizing stormwater runoff, erosion, and pollution. Gnecco emphasized the team’s focus on collaborating with developers to implement natural solutions that can filter pollution from water and absorb excess water. He explained, “We try to push water retention methods that aren’t structural. Native plants, for example, have roots that go 5 or 6 feet deep, and they can soak up tons of water.”

In addition to reviewing engineering plans, the team conducts regular inspections of outflow pipes to prevent contamination of streams by sewage or pollutants. Gnecco highlighted the importance of public outreach and education in both construction planning and water management, underscoring the impact of individual actions on neighboring properties and downstream water quality. He emphasized, “Public outreach and education goes a long way to help people understand that what they do on their land can have a big impact on the people next door and the people downhill where the water flows.”

The Division of Development Review’s dedication to upholding regulations, promoting environmentally-friendly practices, and engaging in public education underscores its vital role in fostering sustainable development and protecting natural resources.
